I have received further information on the proposed road closure of Witham Road for Anglian water to carry out works for the Broadgate Homes Development.

 

The work that is planned - is the excavation of a 6m long road crossing and requires a road closure for safe working. The closure at Witham Road and Abbey Lane is planned for the duration of 22 to 28 January - however it is not expected to last longer than 3 days at Witham Road, but the closure of Abbey Lane is likely to take the full duration as it would follow on from the works at Witham Road. 

 

These planned works by Anglian Water are more extensive than the previous work carried out earlier in the year, but highways will monitor the work to ensure we get the road open as quickly as possible to cause the minimum of disruption.

 

The official diversion route is along B1192  and A153, but as we know local drivers will ignore the official diversion route and use Green Lane and Mill Lane. I share your concern that both Green Lane and Mill Lane will be used, but I will ensure signs are put up on these roads  to say no access only for residents.

Turning to the Broadgate Development on Witham Road. I can confirm we are able to plant some more lime trees in between the existing trees, the BT cable is no longer and issue. So, Richard is liaising with Broadgate for the planting of these trees after Christmas. They will be around 10 feet high so good specimens. 

 

The resurfacing on the B1191 is almost complete they have just been finishing off works on the verges/and pavements. I think theyíve done an excellent job, hope you are happy as well. 

 

I understand from Craig that you recently held a Parish Council meeting,  I am very sorry I missed this, but I am afraid I didnít receive notification.

Iíve spoken to the Roadworks people at LCC about the problem.  The person I spoke to was surprised at the lack of diversion information if indeed it is a road closure and not a restriction controlled by traffic lights.  I mentioned the lack of suitable local diversion routes especially for HGVs and buses, not to mention the adverse impact of cars on Green lane.  He is going to speak to a roads works officer.

 

During the writing of this e-mail, I had a return phone call.  Apparently he (the roads work officer) says he can see the diversion route on the roadswork map but neither I nor the LCC chap I was speaking to could see anything about the TTRO on the map!

 

It is indeed a road closure.  Anglian Water was asked to do the works under traffic light control but they said it was not feasible due to the works required and the width of the road; so a closure was agreed.

 

It will be for 3 days in the TTRO notice period window and the local diversion route will be Green Lane and Mill Lane.  The HGV diversion route will be Martin Ė Tattershall.  They do not police the diversion routes!

 

Perhaps this is an opportunity for LCC to initiate policing of local diversion routes as was mentioned at the last WSPC meeting, in order to protect both residents and the road infrastructure from unsuitable traffic caused by road closures.

I believe the closure notified is totally unacceptable and needs to be reviewed.  Why does Witham Road need to be closed; if work is required why canít traffic lights be used?
